Description This is a Request for Proposal (RFP) by the Auditor of State (AOS). AOS has stressed the need to identify, report and stop the theft of taxpayer dollars in a timely manner. Increasingly, public agencies are being targeted and millions of public dollars are being lost to criminals each year. To assist in slowing this trend, AOS created and distributed a training video required by Ohio House Bill 33 of the 135th General Assembly, amending Ohio Rev. Code § 117.103, for all Ohio public employees to watch. This training program informs public employees how to better recognize and report fraud within their workplaces and the public sector in general.

It mentions campaign concepts (on page 8) in the “Part Two: Scope of Work, A. Required Services” section, but not listed in the “Part Four: Specification of Deliverables” section. To confirm, is your team looking for campaign concepts that will determine how the rest of the assets will be designed and created?

Answer

We will be looking for some concepts or guidance on content design or creation.

When creating a webpage/landing page for the campaign, will this online experience be a standalone site? Or do you envision it being a section built out on the AOS website?

Answer

We anticipate this being a page that enhances the current “fraud awareness” webpages we have on the AOS website. The media content will be brief, and we hope to have a landing page to answer questions people may have. We expect that the online content will be available and necessary beyond the campaign, so having it as part of our website is favorable.

When creating the new campaign website, is the vendor able to use our own developers, or will the State dev team be building out our design/content? If the vendor is building out the site, is WordPress a valid CMS and dev language to use?

We expect that our team should be able to work with you and build out content.

When looking at the RFP, could you please describe the difference between “C. Project Approach, Sections i and ii.” and “E. Proposed Statement of Work”?

We expect the statement of work to include specifics in regard to the project approach.

I see RFP AOS-2025-001 has a requirement for bidders to be in good standing in the State of Ohio. My company is based in New Orleans. Am I eligible to submit?

Answer

The RFP does not require a vendor to be physically located in Ohio. However, to be considered, a vendor must be registered with the Ohio Secretary of State and be in good standing to transact business in Ohio. Vendors must provide proof of good standing in their proposal.

Additionally, vendors with a physical presence in Ohio will receive five points under the RFP’s scoring criteria.
